11 Empty Mini-Vodka Bottles Found In Car Of DUI Driver Who Hit Family Of 4: Stafford Sheriff

Eleven mini bottles of vodka were found in the vehicle of a DUI driver who struck a family of four crossing a Stafford road, police said.

Rachel Kinard was behind the wheel of a vehicle that struck two adults and two children in a stroller crossing Fieldstone Court at Whitson Ridge Driver around 7 p.m. Sunday, Oct. 15, Stafford County Sheriff David Decatur said.

Kinard had the strong odor of an alcoholic beverage coming from her breath that could be smelled from several feet away, police said. While Kinard said the last time she drank was the day before, inside the vehicle was a receipt for New Amsterdam Vodka mini-bottles, Decatur said. 

Eleven empty vodka bottles were found in the vehicle.

Kinard's inspection sticker was bogus, and her license was revoked due to a prior DUI. Kinard was charged with driving under the influence second offense within five years, driving while revoked, second offense refusal, obstruction of justice, possessing a counterfeit vehicle inspection, having another vehicle’s inspection sticker, expired registration sticker, and failure to yield to a pedestrian. She was held at Rappahannock Regional Jail without bond.
